That's why officers must meet a performance goal (*cough*quota).



It's theoretically possible that there may be no speeders in a given area for a given time frame. It's much more likely that there are so many the officers cannot hope to stop them all. It's a reliable income source for counties/cities. It's a trough that they can stick their greedy snouts into whenever they need to.




I've never gotten a ticket for driving unsafely. But I have gotten them for violating an arbitrary number on a lonely stretch of highway in the middle of the night. It also seems I have been singled out for being the last car in a pack of speeders. If it were about safety why didn't they go after the first/fastest car instead of the easiest/slowest?
