For starters, hemp can&#039;t be grown for both fiber and seed during the same harvest. The rich fiber must be cultivated before it produces seed, usually in 90 days or less. A good crop will yield rich long bast fiber that has legendary strength and endurance; a fact not lost on generations long departed. One might contend that the British navy would not have dominated the seas for centuries without their hemp fiber sails or that Meriwether Lewis or William Clark might have inadvertently allowed their intrepid crew to drift aimlessly down the Missouri without their hemp fiber ropes to steel against the strong current. Today, however, hemp has taken on even greater importance as a fiber. As textile jobbers and mills struggle to differentiate their fabrics and their environmental stewardship from other â€oegreenâ€ť textile companies, few have investigated the seed, crop, and agricultural aspects of their product. At a time when textile and carpet producers are turning headlong to corn as the new renewable fiber of the future despite its invasive and devastating growing practices, hemp remains the prom king that missed the dance. How many understand that soil erosion and nutrient run-off from over reliance on pesticides are consequences of dangerous monocrop farming practices? Do any recognize that water tables worldwide are falling at unsustainable rates due to the heavy toll of irrigation? Additionally, the recycling of polyester and nylon into fiber is not a long-term answer, either. Barbara Filippone, founder of Enviro Textiles, a successful developer and importer of Chinese hemp fabrics, suggests, â€oeRecycling is only a temporary solution for what we don&#039;t know how to dispose of, while a sustainable and biodegradable approach will save the health of our planet for future generations.â€ť<br />

It is the perfect harmony with nature that makes hemp one of Earth&#039;s oldest crops dating back thousands of years to China . When a bounty crop can be grown with deep roots to strengthen the topsoil, be watered half as much as other crops due to its super absorption, and grow naturally without pesticides as a result of its weed-like performance shading out all other competing plants, why is it fettered by nearsighted policies? In a superpower industrial juggernaut like the United States why are our small farmers relying on subsidies, not products, to maintain their culture? Well, for one, small farmers don&#039;t make up much of the farming population. (Our 2 million farms in the U.S. represent 2 % of the population.) The main reason is the recent Farm Bill. At the current figure of 248 billion dollars, these farm conglomerates can rely on subsidies to supplement the artificial dollar value of corn, barley, oats, beans, wheat, etc. In our state, North Carolina , the subsidies for tobacco farmers highlight an even stranger scenario for farmers: subsidies for not growing their crop. As a result of the recent legislation against tobacco companies, North Carolina tobacco farmers are being compensated by means of the fine levied against those tobacco companies whether they grow anything or not. Capitalism has no roots in modern agriculture, to say the least!<br />
<br />
The primary reason why U.S. farmers can&#039;t grow a cash crop like hemp is obvious; it is illegal to grow hemp domestically. The ban was created in 1937 because of the government&#039;s indifference to the distinctions between hemp and its cousin, marijuana. Considered an illegal substance because of its THC, the psychoactive ingredient found in the cannabis species, hemp has been forever banished as a crop. Despite its miniscule THC percentage of less than 1% (marijuana has 15% or higher) hemp has not returned to American farms. Of course there was that time when the government needed a strong, absorbent fiber for blankets to keep our soldiers warm overseas in WWII. Since 1970, the enforcement of the ban has fallen on the U.S. Drug Enforcement Administration. It is responsible for preventing hemp crops, and up until recently the ingestion of the seed. We tend to answer people when they ask us something, and do little things if someone asks (i.e., holding the door for someone, letting someone pull into traffic in front of us, etc.). So when someone in "law enforcement" asks someone a question, or asks to be allowed to check something, or search somewhere, most people instantly and unthinkingly comply. After all, if you&#039;re one of the good guys, why wouldn&#039;t you cooperate with the police?<br />

Well, I&#039;m here to tell you, good people have an obligation to refuse to "cooperate" with authoritarians, as much as possible, even when "cooperating" would be easy and apparently harmless, and even when refusing to cooperate feels rude and pointless.<br />
<br />
The reason for this is simple. Whatever intrusions, interrogations, stops, searches, and other inconveniences you will voluntarily submit yourself to, you are implicitly telling the thugs posing as "authority" that they have the right to demand such things of you. And when everyone does that, the police start expecting it, and start seeing it as criminal when someone does not "volunteer" to be harassed, detained, interrogated and searched. (Go to any airport in the country if you need proof of that.)<br />
<br />
Consider the occasional random traffic stops that are done across the country (including right in front of my house). The cops stop everyone, ask if they&#039;ve been drinking, where they&#039;re going, and some other things, and shine a flashlight around in their cars to look for possible evidence of crime. Just about everyone quietly submits, thinking that&#039;s what a good person would do.<br />
<br />
It&#039;s not. Politely cooperating amounts to giving your blessing to the thugs of "authority" stomping on the Fourth and Fifth amendments. When their victims don&#039;t resist, or don&#039;t at least politely object, it teaches the state&#039;s mercenaries that treating people like that is perfectly fine, and teaches them that anyone who does not like to be treated like a criminal must be a criminal. (How&#039;s that for ironic?) In case you think that&#039;s an exaggeration, consider the fact that the federal fascists, in their own memos, have listed the following as possible indications that someone is a domestic terrorist: the person might "request authority for [a police] stop," or might "make numerous references to [the] U.S. Constitution," or might "attempt to &#039;police the police&#039;." Here is the FBI&#039;s own memo saying that:<br />

So now asking why a cop stopped you, or invoking your Constitutional rights, or keeping an eye on the local cops to see if they&#039;re behaving properly, are signs that you&#039;re a criminal, or even a terrorist?! How did this country ever come to that? Simple. With every new infringement on individual liberty, most people decided to quietly go along with it. They thought it was the good thing to do. As a result, the people have come to think like slaves, and their oppressors have come to think like slave-masters. And every time you are polite and cooperative with someone in "law enforcement" when he is doing something unjustified and unconstitutional (which is most of the time), you are adding to the problem. Yes, you might make less trouble for yourselves today, but you are also building the police state that your kids are going to have to live in. (Try asking some people who lived in 1940&#039;s Germany whether, in the long run, quietly going along with whatever "law enforcement" said is really a good idea.)<br />

If, on the other hand, you refuse to talk to those in "law enforcement," refuse to consent to any search, demand to know why a cop stopped you, and what justification he has for inconveniencing you at all, it&#039;s a safe bet that the cops won&#039;t like you. They might even make trouble for you. But they will also know, for all their thuggery and self-importance, that they are not your masters, and never will be. Sure, they still have the ability to taser you, beat you up, even kill you. The point is, if you grovel, say "yes, officer," and comply with their every whim, they don&#039;t need to do any of those other things, because you are already their slave.<br />

And it&#039;s a safe bet that if you do those things yourself, you are also training your children to be slaves as well. If you wouldn&#039;t sell your kids into slavery, why would you donate them into slavery? If you&#039;re too much of a coward to resist tyranny for your own sake, at least think of what you are training your children to be. Instead of teaching them to unquestioningly bow to "authority," I have a better idea: teach your kids that they own themselves, and that they are not the property of the state. (For starters, you could have them read "The Iron Web.")<br />

The Posse Comitatus Act, passed on June 18, 1878 after the end of Reconstruction, limits the powers of the federal government to use the military for law enforcement. The Act prohibits members of the federal uniformed services from exercising nominally state law enforcement, police, or peace officer powers that maintain â€oelaw and orderâ€ť on non-federal property within the United States.<br />

H.R. 675 sidesteps Posse Comitatus by defining â€oelaw enforcement officer of the Department of Defenseâ€ť as â€oea civilian employee of the Department of Defense,â€ť including federal police officers, detectives, criminal investigators, special agents, and game law enforcement officers classified by the Office of Personnel Management Occupational Series 0083 (the United States Office of Personnel Management is described as an â€oeindependent agencyâ€ť of the U.S. government that manages the civil service of the federal government).<br />

In 2005, the Office of Personnel Management partnered with the Department of Homeland Security to create a â€oe21st century human resources management system that fully supports the Departmentâ€s vital mission,â€ť according to then Office of Personnel Management Associate Director for Strategic Human Resources Policy Ron Sanders.<br />

At approximately the same time, the DoD issued a Defense Directive 1404.10 (read PDF) that establishes a â€oeDoD Civilian Expeditionary Workforceâ€ť and rescinds a prior Clinton era directive dealing with the emergency use of civilian personnel. The Obama administration describes the Civilian Expeditionary Workforce as follows:<br />

    Members of the DoD Civilian Expeditionary Workforce shall be organized, trained, cleared, equipped, and ready to deploy in support of combat operations by the military; contingencies; emergency operations; humanitarian missions; disaster relief; restoration of order; drug interdiction; and stability operations of the Department of Defense in accordance with DoDD 3000.05<br />

â€oeThis new directive is odd, coming as it does after campaign promises by Obama to establish a paramilitary â€civilian national security force thatâ€s just as powerful, just as strong, just as well-fundedâ€ as our military,â€ť writes Doug Ross.<br />

According to Sec. Def. Robert Gates, defeating terrorism will require the use of more â€oesoft power,â€ť with civilians contributing more in communication, economic assistance, political development and other non-military areas. â€oeGates called for the creation of new government organizations, including a permanent group of civilian experts with a wide range of expertise who could be sent abroad on short notice as a supplement to U.S. military efforts. And he urged more involvement by university and other private experts,â€ť the Associated Press reported in late 2007.<br />

It should be noted that the original Civilian Expeditionary Workforce directive mentions the term â€oeoverseasâ€ť no fewer than 33 times, while the Obama revision does not mention â€oeoverseasâ€ť at all. In other words, the revised directive is designed for â€oeemergency operationsâ€ť in the United States.<br />

Both H.R. 675 and the DoD Civilian Expeditionary Workforce directive will establish civilian â€oesoft powerâ€ť under the direction of the Pentagon. Obama is now actively working to create a paramilitary â€oecivilian national security force thatâ€s just as powerful, just as strong, just as well-fundedâ€ť as the military. In order to skirt Posse Comitatus, Obamaâ€s paramilitary brownshirts will be organized and run out of the Office of Personnel Management with orders coming from the Pentagon.<br />

In the recent past, the Pentagon sent operatives to snoop on anti-war and patriot demonstrations â€" for instance, Alex Jonesâ€ protest at the Federal Reserve was monitored by the Pentagon . In the not too distant future they will likely send â€oeciviliansâ€ť with firearms and the power to arrest â€oerightwing extremistsâ€ť who represent, according to the Department of Homeland Security and numerous federalized police agencies, â€oeoffense against the United States.â€ť "</p>
