		<p>I know someone who recently got a red light photo enforcement ticket.   It was not even 7:00 on a still slightly dark Saturday morning in St. Louis City, and no one was around.  The poor smuck had just dropped off his visiting Sister-in-law at the train station, and was returning home cruising along at the speed limit, when they got distracted by a strobe light effect that suddenly appeared in their peripheral vision (they even commented on it with another SIL/MIL riding in the car).  By the time they looked back to the road again, they realized the stoplight had changed to red, but it was simply too late to avoid running the red light.   It is just my opinion, but I&#039;m convinced that had the strobe light effect (probably from the photo enforcement camera itself) not distracted them, that they would have been paying attention to the road like they normally do, and wouldn&#039;t have run the red light in the first place.  <br />
<br />
Now, I&#039;ve only seen the cameras effects at night, but I can say the strobing effect of the camera is itself a safety road hazard by causing distraction that might not otherwise occur.  Most people know what to expect with normal business lights, and vehicles, but we aren&#039;t used to trying to drive with a strobe effect going on around us.  I mean really, remember how disorienting it was trying to walk with a strobe light going on in your room as a kid. <br />
<br />
Anyway, the municipalities know, the insurance companies know, and we know this is all really a municipality money generating scam under the guise of true concern for safety.  The municipalities say the photo enforcement systems help increase traffic safety, but the insurance rep that I&#039;ve interviewed on the subject suggested the cameras are resulting in more rear end collisions, etc.  and that it was all about the money.<br />
<br />
That said, it sounds like you&#039;re pretty much trying to literally fight city hall to get out of a ticket.  They&#039;ve bypassed a lot of the mechanisms for fighting by making it a civil offense.  Anyway, not discounting the valid safety points of not running red lights or speeding in general, I have to question whether the means justifies the ends in this case.  Sounds to me like all it does besides make money for the municipalities is to piss people off royally.  Kudos to the municipalities, and the contractors in cahoots with them, in figuring out a way to legally siphon money while effectively making things less inherently safe in my opinion when people are second guessing what they normally do with common sense naturally (i.e. gut reaction).<br />
