Then consider how many bills go through congress each year. If each congressperson personally read each and every bill, they would have no time for anything else. This is why, as is mentioned in the article congresspeople hire aides to read parts of the bill and let them know if there's anything in there that they disagree with. I doubt a single congressman will read every bill in its entirety personally unless, a: the bills are shortened considerably, or b: the number of bills decreases; both of which are unlikely.
