Stimulus funding will come with access requirements.
The US Federal Communications Commission (FCC) is mandating net neutrality practices for companies wishing to take part in the billions of dollars earmarked for broadband expansion in the US.
The FCC said that telcos which receive money would be required to comply with its Internet Policy Statement (PDF). Among the provisions in the statement is the requirement that the networks should not limit access based on hardware, software
applications or service provider.
The debate in the US came to a head last year when cable service provider Comcast admitted limiting the broadband speeds of users who were running P2P service BitTorrent.

~She (friggin') Blocked me~
Yeah-h-h, I'm quite aware this has been around for years. Well, It's still (friggin') hilarious. I guess one kinda needed to have "been there"....
Once upon a time, many years ago, there was this *Gasp* very addicted chatter. Actually, I can't recall anyone in old Excites "Virtual Places" (VP) who wasn't an over the top addict. But I digress...This cute video, brings back very pleasant memories of those early, (not so) innocent, endearing memories.
~VeePee...when we was fab~

NetBEUI Sharing in WinXP.

NetBEUI is an enhanced version of the NetBios protocol that is used by Microsoft Windows networking. It is a non-routable protocol, which means that computers that are not located on the same network segment or subnet can't communicate. Which makes this ideal for LAN-ONLY File/Printer Sharing, and sharing with servers, dedicated, and embedded machines. I use this, for example, to control a separately networked home automation system.
A good example which comes to mind is my Home Automation network, which does NOT have net access, uses several entirely different physical protocals several a separate network
