*Explains how the C.I.A and F.B.I.don't share all the information that they could & how essential clues were ignored through a lack of central coordination. eg the F.B.I. report on the Moussaoui arrest in August 2001, "Islamic Extremist Learns to Fly". As they say on p347, "the system was not tuned to comprehend the potential significance of this information." 
*US anti-terrorist defence is better now than it was pre 9/11 but it's expensive + reduces civil liberty as previously separate databases are integrated.
*Richard Clarke, National Counterterrorism Coordinator NSC did more that anybody to get the government to act against Al Qaeda pre 9/11. His problem was that there were other crises distracting them and he couldn't explain what form the attack would take.
*Clinton & Bush come out well as do the New York emergency services.
*The report doesn't explain why these Arab graduates, engineers etc. work for years to prepare a suicide attack against the US. From the rare references in the text it seems to be US financial and political support for the destruction of the Palestinians and the expropriation of their land.]]></description>
