As they say on p347, "the system was not tuned to comprehend the potential significance of this information." *US anti-terrorist defence is better now than it was pre 9/11 but it's expensive + reduces civil liberty as previously separate databases are integrated. *Richard Clarke, National Counterterrorism Coordinator NSC did more that anybody to get the government to act against Al Qaeda pre 9/11. His problem was that there were other crises distracting them and he couldn't explain what form the attack would take. *Clinton & Bush come out well as do the New York emergency services. *The report doesn't explain why these Arab graduates, engineers etc. work for years to prepare a suicide attack against the US.
